Dr Gradé Momèle KIPRE

Director of Finance Integration Department

Dr. KIPRE Gradé Momèle has been serving as Director of the Financial Integration Department at the West African Monetary Agency (WAMA) since June 7, 2021. During its 64th ordinary meeting held on July 30, 2024, in Dakar, the Committee of Governors of ECOWAS Central Banks appointed him as Acting Director General, effective from August 7, 2024, to January 6, 2025. He thus holds this new position concurrently with his role as Director of the Financial Integration Department at WAMA.

Prior to his secondment to WAMA, Dr. KIPRE held the position of Deputy Director, following his role as Head of the Economic Financing Service at the Central Bank of West African States (BCEAO). Since joining the BCEAO in 2000, he has worked notably on identifying mechanisms to ensure the harmonized financing of the Union’s economies, off-site supervision of credit institutions—including the review of license applications and various authorizations—and participated in on-site inspection missions of microfinance institutions. Furthermore, Dr. KIPRE was responsible for implementing BCEAO’s monetary policy instruments, developing monetary programs for UMOA member states, and executing the Bank’s refinancing policy.

Before joining the BCEAO, Dr. KIPRE worked at Société Générale de Banques in Côte d’Ivoire (SGBCI) from 1995 to 2000, where he successively held the positions of Credit Analyst and Head of Collections.

Academically, Dr. KIPRE holds:

  • a PhD in Economics from Gaston Berger University in Saint-Louis (Senegal),
  • a Master’s degree in Political Science Research (International Governance option) from Cheikh Anta Diop University in Dakar,
  • a Specialized Graduate Diploma (DESS) in Economic Regulation and Project Management from Cheikh Anta Diop University in Dakar,
  • a DESS in Audit and Management Control from the Institut Supérieur de Management in Dakar,
  • a Graduate Diploma in Finance and Banking from the Conservatoire National des Arts et Métiers in Paris,
  • and a Master’s degree in Economics from the University of Abidjan-Cocody.
