In pursuit of his objective to strengthen collaboration and foster cohesion with key partners across the ECOWAS Community, the Director General of the West African Monetary Agency (WAMA), Hon. Boima S. KAMARA, undertook an official visit to the Banco de Cabo Verde on 26 August 2025. He was accompanied by Dr. Serigne Momar SECK, Chief Economist of the Financial Integration Department.
The Director General was cordially received by staff of senior management of the Bank: Mr. António SEMEDO and Ms. Tereza HENRIQUES, representing the Governor, Mr. Oscar Humberto Évora Santos, who was unavoidably absent. In his remarks, Hon. Kamara expressed his sincere appreciation to the Banco de Cabo Verde for the warm reception him and his delegation. He intimated that the mission to Cabo Verde was part of a series of courtesy visits to the Governors of ECOWAS Member Central Banks, intended to deepen cooperation and enhance synergies between the central banks of the region and WAMA.
The Director General underscored his particular satisfaction in visiting the Banco de Cabo Verde, highlighting his own longstanding connection to the central banking tradition, having served successively in senior management roles at the Central Bank of Liberia: Director of Research and Deputy Governor for Economic Policy as well as on 2 different occasions as Minister of Finance and Development Planning. He emphasized the importance of sustaining and consolidating gains made so far in order to remain aligned with the timeline for the launch of the single currency.
During the discussions, the Director General sought for the Banco de Cabo Verde active participation in the operational activities WAMA and was optimistic of a favorable outcome. He also called for the country’s full participation in WAMA meetings, while at the same time commending Cabo Verde’s significant compliance with the macroeconomic convergence criteria in 2023 and 2024 as well as the positive outlook for 2025.
The Director General further briefed the Bank’s representatives of WAMA’s ongoing initiatives, notably the implementation of the 4-Year Strategic Plan and the challenges to be addressed in order to meet the 2027 deadline for the single currency project.

In response, Ms. Tereza HENRIQUES, Deputy Governor at the Banco de Cabo Verde, congratulated Mr. KAMARA on his appointment as Director General of WAMA and expressed the view that a meeting with the Governor would provide a suitable occasion to address all outstanding matters. She undertook to bring the issue to the Governor’s attention and suggested that the DG may wish to meet the Governor and the Ministry of Finance during the celebration of the Bank’s 50th anniversary in early October 2025, where WAMA will be in attendance.
At the close of the visit, the Director General expressed his deep appreciation to the Governor, senior management, and staff of the Bank for the warm reception and the candid exchange of views.
